Historic high streets are often full of character, but knowing where to invest limited resources can be a challenge.
Rochdale Council approached Woohoo to help identify practical opportunities for improvement within a heritage high street in Castleton. The goal was simple: find the projects that could deliver visible change quickly and create momentum for future regeneration.
We carried out a detailed visual survey of every property within the study area, assessing roofs, gutters, masonry, windows, doors and shopfronts. Alongside recording condition issues, Jess identified important heritage features and opportunities for sensitive repairs that could strengthen the area’s character.
Use of thermal image to assist with estimating occupancy
To build a more complete understanding of the high street, Simon also used thermal imaging to help estimate occupancy levels and identify buildings that appeared underused. This provided an additional layer of evidence when considering potential improvement strategies.
The completed survey gave the Council a clear picture of the opportunities available, from simple repairs through to longer-term regeneration priorities. It also provided a valuable evidence base to support future grant funding applications.
The result was a practical, easy-to-use tool that helped turn aspirations for the high street into an actionable plan.
